The following is necessary:
1.) No charge for the safe analog option. Any fees will make it so that multi-unit building neighbors will not opt-out, thereby subjecting residents to the same amounts of RF and dirty electricity pollution.
2.) If one person within a multi-unit building or a business complex demands an analog meter for health reasons, all smart meters in the building and within 200 feet of the dwelling must be removed - free of charge.
3.) A 200 feet buffer zone for any single-family residences where a resident is having smart meter related health effects.
4.) Analog-only communities and areas in every town/city where people who are now electro-sensitive / suffer from radiofrequency sickness can live and recover.
5.) Public admission that tens of thousands of people have already been harmed and that all of California is being subject to an unwarranted biological experiment because of PG&E and CPUC ineptitude.
They know the evidence is mounting and public sentiment is turning.... a simple analog opt-out is not adequate for this problem.

At 3:07 p.m. on Friday, Dec. 12, 1952, the National Research
Experimental nuclear reactor, then the most powerful research reactor on
Earth, raced out of control, rapidly overheated and exploded, destroying
the reactor core and spewing radioactive gases and debris into the
atmosphere.
Refuse from that day remains, 59 years later, part of an immense toxic
legacy handed down from decades of pioneering research and technological
achievement in atomic science and nuclear medicine at Chalk River
Laboratories.
This site, and a handful of others, comprise the vast radioactive
inheritance that government and the industry have struggled with for
decades: What to do with almost 70 years worth of atomic rubbish, some
of which will be lethal for what amounts to an eternity.
